They deliver measurable front downforce on their own, but they were developed as the front balancing element of the larger system. The canards balance the rear grip that the diffuser and spoiler add. For context, in our transient CFD with a 30 million cell model, the rear diffuser extension paired with the efficiency spoiler improved net downforce by about 534 N. Adding front canards keeps that balance honest.
