Q: Are tires part of this UP-05 listing?

No, this is the set of four wheels by itself. After you settle on diameter, fitment, and finish, tires go on separately, with a four-piece TPMS set available as an option. Note the sensor type differs by year: 2015 to 2020 Model X uses the standard TPMS, and 2021+ uses a Bluetooth version. For a mounted, ready-to-run setup, consider a complete wheel and tire package.
