Q: Why does the UP-02 use a minimal split-spoke design?

Function drove it. UP intentionally reduced the number of spokes so more cooling air reaches the brakes, which helps braking performance under repeated hard stops. The twisted split 5-spoke look is the visible result, but the open face is doing real work. It is a design where the styling and the engineering point the same direction: fewer spokes for airflow, shaped to still stand out in a parking lot or on the road.
