Q: What does a coilover dust boot actually do?

It shields the damper’s polished piston shaft and its seal from grit, water, and road debris. When a boot tears, abrasive dirt rides the shaft straight into the seal every time the suspension cycles, which eventually scores the shaft and lets oil past. A few dollars of rubber protects the most precision-machined surface on the coilover.
