It is autoclaved dry carbon fiber, produced with resin already integrated and cured under heat and pressure. That method delivers extreme rigidity while staying featherlight, which is exactly what you want hanging off the back of the car. Cheaper wet-layup or carbon-over-fiberglass parts weigh more and flex more. The gloss clear coat adds UV protection over the weave.
