Fleet logic. Duty vehicles lose wheels and tires one corner at a time, to curb strikes and road debris, and a pre mounted replacement puts a car back in service the same day instead of waiting on tire work. Ordering per wheel also lets a fleet stock exactly as many spares as its vehicle count justifies. Private owners replacing one damaged wheel benefit the same way.
